to Arcigay of the provinces of Palermo and Agrigento

Considering the convocation of 18/19 July of the XVIII National Congress of Arcigay which will take place in Rome on 13, 14 and 15 November 2026,

AND The Arcigay Territorial Congress for the provinces of Palermo and Agrigento has been convened.  

at the first call for October 15, 2026 at 9:00 a.m. at the registered office, Officine Arcobaleno “Giuseppina Cacciatore”, in Via della Rosa alla Gioiamia 2/4 in Palermo. and, if a sufficient quorum is not reached,

in second call for the day October 16, 2026 at 5:30 pm at the registered office, Officine Arcobaleno “Giuseppina Cacciatore”, in via della Rosa alla Gioiamia 2/4 in Palermo;

to discuss the following agenda items:

1. Appointment of the president and the secretary responsible for recording the minutes;
2. Illustration, comparison and voting on the motions received for the XVIII National Arcigay Congress;
3. Election of 3 delegates for the XVIII National Congress of Arcigay and any alternates;
4. Proposal by the person(s) indicated as members of the National Council representing the Territorial Committee, pursuant to Article 22 of the Arcigay National Statute;
5. Discussion and vote on any agenda items, statutory amendments, documents, and recommendations submitted to the Arcigay National Congress.

The territorial Congress is convened according to the rules of the Statute of Arcigay Palermo APS (art. 13, 17 etc.), of the Statute of Arcigay APS and of the Regulations of the XVIII National Congress of Arcigay approved by the National Council of Arcigay.

Congress Regulations

Premise

The Arcigay Territorial Congress is held whenever the National Congress, for which it represents the electoral base, is convened to elect delegates. Territorial Congresses are attended by members, in good standing with the annual membership fee, of all Arcigay member associations with registered offices in the respective territory. A member of the National Secretariat or their delegate also participates in the Territorial Congress.

The 18th National Congress of Arcigay has been convened, which will take place in Rome on 13-15 November 2026. The territorial Congresses must be held from 25 September 2026 to 28 October 2026.

Art. 1 The Arcigay Territorial Congress for the provinces of Palermo and Agrigento has been convened. 

at the first call on October 15, 2026, at 9:00 a.m. at the registered office, Officine Arcobaleno “Giuseppina Cacciatore,” located at Via della Rosa alla Gioiamia 2/4, Palermo. If a sufficient quorum is not reached, at the second call on October 16, 2026, at 5:30 p.m. at the registered office, Officine Arcobaleno “Giuseppina Cacciatore,” located at Via della Rosa alla Gioiamia 2/4, Palermo.;

At the first call, the Congress is regularly constituted with the presence of half plus one of the members, while at the second call it is regularly constituted regardless of the number of members present.

Art. 2  All members registered with the Arcigay Palermo APS Provincial Committee and with all associations affiliated with Arcigay in the area under the jurisdiction of the Territorial Committee, who have been registered for at least thirty days and are up to date with the payment of their membership fee on the date of the Congress, may participate in and vote at the Congress.

A member of the national secretariat or a delegate also participates in the territorial congress; furthermore, one representative for each of the motions presented to the national congress may participate.

Members attending the congress must register during the proceedings to receive a voting proxy upon presentation of their membership card and identification. Each member attending the congress is entitled to one vote. Proxies are not permitted. All votes require a simple majority and are conducted openly unless at least one-third of the participants request a secret ballot, which must be authorized by the Congress President.

Art. 3 The Congress will be opened by the President of the Arcigay Palermo APS Provincial Committee, who will call for the election of the President of the Congress by open vote from among the candidates proposed and collected at the beginning of the congress. The President-elect will call a secretary to the presidency table to assist him in his assigned duties and replace him in case of temporary absence.

The President of the Congress is responsible for ensuring the orderly, regular, and peaceful conduct of the debates and votes, and for announcing the results. It is his or her prerogative to grant and remove speaking rights, as well as to remove anyone who might obstruct the proceedings of the Congress.

Art. 4 Any member of the Territorial Committees or member associations may be a delegate to the National Congress, without territorial or mandate constraints. The Territorial Committee will send the National Secretariat and the National Board of Guarantors, by October 31, 2026, a copy of the notice of the Territorial Congress and the minutes certifying the election of the delegates and any alternates.
