“"Whoever is homophobic remains homophobic, and we reject a proposal like this outright: it's certainly a publicity stunt, and I accept it as such. But the only credible thing is his homophobia." Paolo Patane', current president of Arcigay, offered a sharp assessment of Giovanardi's proposal. "After years of trying to gain publicity at the expense of homosexuals by spewing homophobic hatred," he continued, "Giovanardi is clearly seeking visibility, an electoral space that he's lost and that I doubt he'll ever regain: Giovanardi, try again.".

According to Patane', "this bill could have been introduced, at the latest, in the 1980s. Regardless of its origin, it is a world away from the only proposal that interests us: achieving equality between people as our Constitution calls for, namely, the extension of civil marriage to same-sex couples.".
