Article 23

The National President has the task of:
– propose to the National Council, in agreement with the National Secretary, the appointment or dismissal of members of the National Secretariat and the National Treasurer;

In the event of the absence, impediment, resignation or dismissal of the National President, his functions are exercised by the National Secretary.

Article 24
The National Secretary exercises the functions set forth in Article 23 and is an ex officio member of the National Secretariat.
The National Secretary has the task of:
– coordinate the activities of the members of the National Secretariat in agreement with the President;
– coordinate the drafting of the National Secretariat's annual work plan.
In the event of the resignation or dismissal of the National Secretary, his functions shall be exercised by the President of the National Council.
