THE MEMBERS OF THE NATIONAL COUNCIL 2007-2010

  

According to the Statute, the National Council is "the highest political management body of the Association between one congress and the next".

Article 21

The National Council, elected by the Arcigay Congress, is the Association's highest political management body between congresses.

Only Arcigay members can be part of the National Council.

The National Council is composed of a maximum of 80 people.

The composition of the National Council takes into account criteria of territorial representation, thematic expertise, and the diverse political and cultural experiences gained within the gay and lesbian movement.

The President and the Secretary are also part of the National Council.

The members of the Board of Guarantors, the Board of Auditors, and, if they are not members, the Presidents of the Provincial Committees and the Regional Coordination Committees participate in the National Council, without the right to vote.

Article 22

The National Council has the task of:

a) implement congressional decisions;
b) convene the National Congress by establishing the convening rules as set forth in Article 19 of this Statute;
c) elect, upon proposal of the President, the National Secretariat;
d) discuss and approve the financial statement and the budget by March 31 of each year;
e) approve the membership procedures and membership fees;
f) designate its representatives in public and private, national and foreign bodies and institutions dealing with general issues and decide on membership therein;
g) approve or revoke the affiliation of affiliated Associations;
h) establish or suspend the activity of a Provincial Committee;
i) revoke the qualification of member;
l) provide for the replacement of resigning or lapsed members;
m) proceed with the replacement of the members of the Board of Auditors in the event that they, before the natural congressional expiry, exhaust their possibilities for replacing lapsed members;
n) make statutory changes that are strictly necessary to implement mandatory obligations arising from new laws;
o) elect, upon proposal of the President of the Board of Guarantors, the two members of the Board of Guarantors;
p) elect the President of the Board of Guarantors in the event of his resignation or inability to carry out his mandate.

Points b, d, g, h, l, m require the actual presence at the vote of an absolute majority of the members of the National Council.
Points c, n, o, p require the favorable vote of the absolute majority of the members of the National Council.

The National Council shall equip itself with a specific Regulations relating to its operation. The Regulations may provide for forms of removal from the office of National Councilor.
The National Council is convened by the National President at least three times a year and when requested by at least 1/3 of its members.
