Regulations for access to the
Fund for the Provincial Committees of Arcigay – 2009
Given the objective need for a greater redistribution of resources in favor of local entities, for the 2009 membership year Arcigay is making available a A fund of €30,000 to support initiatives from territorial committees experiencing greater economic and/or structural difficulties..
Access to the fund:
All formally established Provincial Committees and regional coordination bodies that are in compliance with their budgetary obligations are eligible for the 2009-2010 fund. Two or more Committees may submit joint projects. However, multiple projects under the name of the same Committee and/or regional coordination body will not be eligible. Likewise, committees and/or coordination bodies that have submitted a project in partnership with other Committees will be excluded from submitting further projects under this call, even if the project is submitted individually or as part of a different partnership.
Project presentation:
Projects submitted for this call may have the following objectives: any action aimed at permanently strengthening the Committees, through the identification of tools that enable a tangible improvement in organizational capacity and the services offered. The actions envisaged within the projects must be consistent with Arcigay's statutory objectives. Projects submitted must have a maximum duration of 18 months and cannot have a total budget value exceeding €30,000.00.
The presentation of the projects must take place no later than 11:59 PM on May 31, 2009, sending to the address

(1) the form for submitting the project,
(2) the presentation form of the proposing Committee/Coordination,
(3) the project budget sheet,
(4) copy of the 2008 financial statement.
In the case of projects presented in partnership by one or more Committees, the financial statements and presentation forms of all the Committees participating in the project are required.

Project evaluation and financing:
The submitted projects will be reviewed by a dedicated evaluation committee. The committee is composed of:

The beneficiary projects will be announced by June 30, 2009. Projects may be financed from a minimum of 10% to a maximum of 100%, while still guaranteeing the sustainability of the funded projects.
In evaluating projects, the commission will operate taking into account the following criteria:
Conditions for project eligibility:
• Accuracy in completing the form;
• Presence of all required documentation;
• Respect for project submission deadlines.
Criteria relating to the applicant's characteristics:
• Total amount of the applicant(s)' balance sheet;
• Structural capabilities of the applicant(s);
• Possibility of accessing alternative sources of financing.
Project content criteria:
• Clarity and coherence between objectives, strategies and actions presented;
• Verifiability/measurability of results;
• Sustainability over time and transferability of results.
