[:it]Bologna, November 3, 2017 – The agreement reached at the State-Regions Conference on the National AIDS Plan (PNAIDS), drafted by Arcigay as part of the Ministry of Health's consultative bodies, was published recently. This is the first serious strategic plan to address HIV outside of an emergency perspective and with the international goal of ending the epidemic by 2030. "Although lacking in financial commitment, the Plan outlines a detailed and precise path to action to which the Regions have now committed: from now on, no healthcare institution or politician will be able to say they don't know what is needed to end AIDS in Italy," commented Michele Breveglieri, Head of Health and HIV at Arcigay, who was personally involved in drafting the plan. Currently, the plan has no special financial coverage, despite including many innovative actions that require it, and is entirely covered by ordinary healthcare spending. "Now our commitment shifts to two parallel fronts: regional, so that the Regions implement the Plan not only by changing their approach to the epidemic but also by committing new resources, and national, so that Law 135/90 on HIV/AIDS, which is in many respects outdated, is brought up to date," echoes Gabriele Piazzoni, National Secretary of Arcigay. "Our association," he continues, "is fighting to ensure, among other things, that even minors under 18 can be tested without parental consent, that specially trained volunteers from the associations can conduct rapid tests, and that the Plan includes its own dedicated spending budget, especially for prevention.".
