Arcigay Bologna: Minister Cancellieri should amend the discriminatory circular.

  

Regarding the Circular of the Public Security Department of the Ministry of the Interior (No. 333-A/9807.E.1/3368-2012 of May 14, 2012) concerning: "Regulations on the mobility upon request of State Police personnel in the roles of superintendents, assistants, and agents, who aspire to change their place of duty," within which the following content regarding "family situation" is present: "The points provided for the needs of the family unit are understood to be extended to the similar needs for any de facto families, meaning those consisting of two people of different sexes who live together, more uxorio, cohabiting permanently together with any natural children recognized or declared by one or both of them in the place to which the transfer is requested, or in a place adjacent to the latter. Cohabitation must be evidenced by a registry certificate." The president of the Cassero, Emiliano Zaino, declares the following:

“It's shameful and blatantly discriminatory that a circular, which renews the concept of "family situation" within the Italian police force, fails to take into account all existing situations and families. We urge Minister Cancellieri to intervene promptly, extending the rights afforded to heterosexual de facto couples to homosexual couples, especially since the latter are denied access to marriage.’

“"The Circular contravenes several guidelines issued in recent years by the highest Italian judicial orders regarding the extension of the concept of family to include same-sex couples," continues Michele Giarratano, head of the Cassero's legal department. "Suffice it to consider Constitutional Court Ruling No. 138/2010 or the very recent Supreme Court Ruling No. 4184/2012, which affirms that homosexual persons living together in a stable de facto relationship have the right to "family life" and can take legal action in "specific situations" to demand "equal treatment." Furthermore, this circular clearly violates Article 21, paragraph 1, point b) of Law No. 183 of 4 November 2010, "Measures to ensure equal opportunities, well-being of workers, and the absence of discrimination in the workplace."“

The topic of workplace discrimination against homosexuals will be the focus of the conference "LGBT People and the Labor Market," which will take place next Friday, May 25th in Bologna. Numerous guests will be present, including CGIL Secretary General Susanna Camusso, Professor Marzio Barbagli, Ikea CEO Lars Petersson, Ivan Scalfarotto, and numerous experts. They will discuss the topic, drawing on recent research that has highlighted the phenomenon of workplace discrimination in Italy in recent months.
