Amendments to the bylaws

  

We publish the proposed changes to the Association statute with the related votes.


Article 5

ARCIGAY is a democratic organization, environmentalist, pacifist, nonviolent, anti-racist, anti-totalitarian, and libertarian. ARCIGAY take part in the fights of the gay, lesbian, bisexual and transgender movement and of every organised form of struggle for the liberation of individuals; considers the comparison with the cultures, values and ideals of the movement of women as a significant moment in one's political initiative.

Article 17

The National Congress is held at least every three years, convened by the National Council, and is the Association's highest decision-making body. Delegates elected and appointed in the manner and form established by the National Council participate in the National Congress with voting rights.'Article 15. Each delegate has the right to one vote. The delegation is for a single member and sub-delegations are not permitted.
The National Congress can be convened upon request of at least a quarter of local groups.

The National Organization Conference can be convened by the National Council or upon request of at least a quarter of local groups.

Article 20

The National Council, elected by the ARCIGAY Congress, is the Association's highest political management body between congresses.
The National Council is composed of a number varying between 29 and 35 people. The composition of the National Council takes into account criteria of territorial representation, thematic expertise, and the diverse political and cultural experiences developed within the gay movement. The National Council also includes the President, the Secretary, and any Honorary President. The National Council adopts specific bylaws for its operations.

The National Council is composed of 30 people. The composition of the National Council takes into account criteria of territorial representation, thematic expertise, and the diverse political and cultural experiences developed within the gay movement. The National Council also includes the President, the Secretary, and any Honorary President. The National Council adopts specific bylaws for its operations.

Article 21

The National Council has the task of:
a) implement congressional decisions;
b) convene the National Congress by establishing the convening rules according to the criteria set out in Article 16 of this statute;
c) elect the National Secretariat;
d) discuss and approve the financial statement and the budget by March 31 of each year;
e) approve the membership procedures and membership fees;
f) designate its representatives in public and private, national and foreign bodies and institutions dealing with general issues and decide on membership therein;
g) approve or revoke the affiliation of clubs;
h) revoke the qualification of member;
i) elect the Board of Auditors;
l) provide for the replacement of resigning members.

Points b, c, d, g, h, i, the require the actual presence at the vote of an absolute majority of the members of the National Council.
The National Council must meet at least three times a year or when requested by at least 1/3 of its members.
The Presidents of the affiliated clubs may participate in the National Council, without the right to vote except in the case referred to in point i) of this article.

The Presidents of the affiliated clubs may participate in the National Council, without the right to vote except in the case referred to in point i) of this article.

Article 25

[Removal of the article from the statute]

The organizational structure is structured at the national and local levels. Within a maximum of six months, the deadline by which a club must adopt its bylaws, a leader and a steering committee—recognized by the National Council—are elected. These committees organize the club's activities as delegated by the members' assembly. For specific issues, national coordination bodies may be established with the approval of the National Council.

Approved (5 against, 2 abstentions).
As a result of this vote, the numbering of the subsequent articles of the Statute decreases by one (the former article 26 becomes 25, etc.)


Article 28 (was 29)

The Board of Auditors is elected by the National Council extended to include club presidents; It is responsible for monitoring the administrative progress of the Association, ensuring that accounting records are properly maintained, and ensuring that the financial statements are consistent with the accounting records.
The Board of Directors is composed of three members and two alternates, chosen from among the members, and elects a president from among its members. It meets once a year to review the financial statements. The financial statements are made available to all ARCIGAY members.
